Quick answer

Higher roulette payouts come from covering fewer numbers. A straight up bet pays 35:1 because it covers one number, while red or black pays 1:1 because it covers 18 numbers.

Payouts do not remove the house edge. European roulette still averages a 2.70% house edge on standard bets, and American roulette averages 5.26%.

Why payouts differ

Roulette payouts are scaled around coverage. Bets that cover fewer numbers win less often and pay more. Bets that cover more numbers win more often and pay less.
